HIRE Act to Benefit Employers Who Hire and Retain Previously Unemployed Workers

Employers who hire unemployed workers after February 3, 2010 and before January 1, 2011 may qualify for a 6.2-percent payroll tax incentive, essentially exempting the employer share of Social Security taxes for qualified workers after March 18, 2010. This reduced tax withholding will have no effect on the employee's future Social Security benefits nor will it change the employees' withholdings for Social Security and income taxes.
In addition, for each worker retained for at least a year, businesses may claim an additional general business tax credit, up to $1,000 per worker, when they file corporate returns.
Of special note are the conditions for which employers may qualify new employees for these new tax benefits;
1) the bill applies to employees hired to fill new positions or existing positions - only if the workers they are replacing left voluntarily or for cause; 2) Family members and other relatives do not qualify; 3) Household employers cannot claim this new tax benefit; 4) Employers must get a statement from each eligible new hire certifying that he or she was a) unemployed during the 60 days before beginning work or, b) worked fewer than a total of 40 hours for someone else during the 60-day period.
Employers who qualify for the new tax benefit will be able to claim the tax incentive starting with their second Quarter tax filing.
The payroll management team at HRCG is working with the IRS and the IPPA (Independent Payroll Professionals Association) to determine how and when tax credits will apply and what documentation will be required.

HRCG Selected to Mentor a Graduate Student

Robin Imbrogno, CEO of The Human Resource Consulting Group, LLC is pleased to announce that the firm has been selected to sponsor and mentor a Human Resources graduate-student. April Dojnia, a candidate for a masters degree in Human Resources at the University of Bridgeport, began her practicum and internship with the firm in January, 2010.
April will work under the direction of Compliance Officer, Jacquelyne Solomon, who will oversee April's six-month program. As an HR Intern, April will be providing quality HR compliance and administrative support on a part-time basis to The Human Resource Consulting Group and clients throughout the United States. "It is exciting to know that an individual as bright and motivated as April is entering the field of Human Resources and I am honored to work with her and provide her with insight into this profession," explained Jacquelyne Solomon.
April is paralleling her intern experience with work on her Master's thesis. "I am entrenched in best practices for Human resources professionals and/or managers to implement during times of major change. I have researched programs on motivational and positive reward systems and their affects on employees. These best practices include ways to retain high performing employees and attract high potential ones, which in turn can motivate them to achieve greater levels of performance. The challenges posed by major change in organizations will continue into the future and vary by situation. Therefore, it is up to Human Resources professionals and/or managers to play a role in re-structuring efforts and factors to be used in making the best decisions during those changes," according to April Dojnia.
